Federal Government Access
Keystone Public Affairs is able to successfully help you gain access to current decision makers, whether they are senior political appointees or program managers who oversee daily operations for agency departments.  Brian has successfully advocated for his clients’ legislative and public policy objectives within the federal government, including obtaining several tariff suspensions, creation of a grassroots effort to protect air service to rural communities, and assistance with funding for dozens of appropriations and federal marketing initiatives. Paul served in a White House-appointed leadership role in the Secretary’s Office at the U.S. Department of Transportation (DOT), as well as in the Research and Innovative Technology Administration (RITA). He advised U.S. Transportation Secretary Mary Peters on policy and strategy; served as the Secretary’s liaison to six of U.S. DOT’s modal administrations including the Federal Highway Administration, Federal Transit Administration, National Highway Traffic Safety Administration, Federal Motor Carrier Safety Administration and Federal Railroad Administration; was the U.S. DOT media spokesman for research and technology issues; was directly involved in the hiring of key officials at RITA and the Intelligent Transportation Systems (ITS) Joint Program Office; and maintains strong relationships with political and career staff throughout the Department and across the Administration.

Regulatory Advocacy
Every piece of legislation passed by Congress must be implemented by a Federal agency through rulemakings and other regulatory actions.  The Keystone Public Affairs team works with agencies across the government, representing the interests of corporations, trade associations, public agencies and nonprofits.  We have firsthand experience translating your needs into messages that will impact agency decision makers, ensuring your voice is heard on the hundreds of decisions made every day that could impact your bottom line. Paul has been on the inside of the regulatory process at U.S. DOT, and the KPA team has successfully petitioned agencies from the Environmental Protection Agency and Federal Communications Commission to the Department of Interior and U.S. International Trade Commission.
